Carolyn Fischer
Carolyn Fischer is Research Manager of the Sustainability and Infrastructure Team in the Development Research Group of the World Bank.
Her research addresses issues of technical change, trade, and emissions leakage in environmental policy instrument design. She was previously appointed professor of environmental economics at Vrije Universiteit Amsterdam, held the Canada 150 Research Chair in Climate Economics, Innovation and Policy at University of Ottawa, and was the Marks Visiting Professor at Gothenburg University. She enjoys research fellow affiliations with Resources for the Future and the CESifo Research Network. She has served on the boards of both the American and European Associations of Environmental and Resource Economists, as well as expert advisory councils for research institutes in Europe and in North America, and is co-editor of Environmental and Resource Economics. She earned her Ph.D. in Economics from the University of Michigan, Ann Arbor.
Douglas Gollin
Douglas Gollin is the Jason P. and Chloe Epstein Professor of Economics at Tufts University. His research focuses broadly on economic development and growth, with an emphasis on the structural transformations that accompany the growth process. He has particular interests in agricultural productivity and technology, from a micro scale to macro scale.
Professor Gollin joined Tufts in September 2023 after spending eleven years at Oxford University, initially as Professor of International Development and subsequently as Professor of Economics. He previously spent sixteen years on the faculty of Williams College, from 1996-2012.
Professor Gollin currently serves as Research Director for a major global program of academic research on Structural Transformation and Economic Growth (STEG), funded by the UK Foreign, Commonwealth, and Development Office. From 2012-17, he chaired the Standing Panel on Impact Assessment (SPIA) of the CGIAR. In that role he designed and led independent assessments of global public investments in agricultural science. He currently serves on the Research Advisory Group for the United Kingdom’s aid program.
Professor Gollin holds an A.B. degree from Harvard University and an M.A. in international relations from Yale University. He received his PhD in economics from the University of Minnesota in 1996. He has published in numerous academic journals including Journal of Political Economy, Quarterly Journal of Economics, Science, Journal of Development Economics, Journal of Monetary Economics, Journal of Urban Economics, and American Journal of Agricultural Economics. He is a research fellow of the Centre for Economic Policy Research (CEPR) and the Bureau for Research and Economic Analysis of Development (BREAD).
Keith Fuglie
Keith Fuglie is a senior economist with the Economic Research Service (ERS), U.S. Department of Agriculture (USDA), where he conducts research on the economics of technical change and science policy for agriculture. He has also served as senior economist with the U.S. Agency for International Development (USAID) and the White House Council of Economic Advisors, and spent 10 years in Asia and Africa with the International Potato Center (CIP), an international agricultural research institute. At ERS he developed and regularly updates a database on international agricultural total factor productivity. His research has explored interrelationships between public and private R&D investment, climate change, and productivity in U.S. and world agriculture. Fuglie is a Fellow of the Agricultural and Applied Economics Association and an Honorary Life Member of the International Association of Agricultural Economists. He received his MS and PhD in Agricultural and Applied Economics from the University of Minnesota and a BA from Concordia College, Moorhead, Minnesota.
